Dear Colleagues —
I am pleased to share word that the Office of Management and Budget (OMB) has reviewed and approved the data collection, "Required Elements for Submission of the Unified or Combined State Plan and Plan Modifications" under the Workforce Innovation and Opportunity Act," 2/18/2016, OMB Control Number 1205-0522. States must use this Information Collection Request (ICR) for the Workforce Innovation and Opportunity Act (WIOA) Unified and Combined State Plans Requirements. This document, along with the supporting statement, is available in the WIOA Policy Guidance page as well as on DOL's WIOA Website at: https://doleta.gov/wioa/.
For States that plan to include Perkins in a WIOA Combined State Plan, please pay particular attention to the Program-Specific Requirements for Combined State Plan Partner Programs, beginning on page 45. You will note that the Perkins-specific plan elements are the same as those contained in our current Perkins State Plan Guidance, OMB Control Number 1803-0029. This is because you are still required to meet the Perkins program-specific requirements even if you include Perkins in a WIOA Combined State Plan. Please see the February 5, 2016, program memorandum from Deputy Assistant Secretary Johan Uvin providing guidance for the submission of Perkins State plan revisions, budgets, and performance levels for the upcoming FY 2016 (program year ten), beginning July 1, 2016. This memo is available under Quick Links on the Home Page of the Perkins Collaborative Resource Network (PCRN) at http://cte.ed.gov.
