Under Perkins V, the Department is required to provide annual reports to Congress on the progress of states in meeting their performance levels on the indicators of performance.
The Secretary used the authority pursuant to Section 4 of Perkins V to provide for the orderly transition to the requirements of the Perkins V from Perkins IV. As part of this effort, the Secretary allowed States to use FY 2019 to transition to the new accountability provisions in Section 113 of the Act and, thus, did not require States to establish State-determined performance levels for FY 2019 in their Perkins V State plans. Correspondingly, States were not required to submit performance data for program year 2019-2020.
