I am pleased to share "U. S. Secretary of Education Betsy DeVos’ Report to Congress on Recommended Waiver Authority under Section 3511(d)(4) of Division A of the Coronavirus Aid, Relief, and Economic Security Act ("Cares Act"). Included in this report are three waivers to provide flexibilities to States as they implement Perkins-funded career and technical education programs. The waivers pertain to:
(1) the period of availability of State formula funds;
(2) unexpended funds of eligible recipients; and
(3) professional development.

Congress will now deliberate on these waivers and take action accordingly. We will pass along information as it becomes available and, should the waivers be granted, we will establish a quick and efficient process for States to seek the waivers they need.
